AB 2944 Summary

• Clarifies that reference checks for resource family applicants must determine whether approval is safe and appropriate, and requires foster family agencies to share information within 20 business days when contacted.

• Prohibits approval or denial of resource family applications when pending investigations or administrative actions pose health and safety risks; allows decisions only after investigations conclude and applicant poses no risk to children.

• Requires all licensed community care facilities serving children to provide trauma-informed care and utilize trauma-informed practices, with the department able to implement through interim standards until regulations are adopted.

• Expands AFDC-FC eligibility to include children placed with a parent in treatment at residential family-based substance abuse treatment facilities beginning April 1, 2021.

• Extends exemptions for foster care reform-related contracts and grants from personal services contracting requirements and state oversight from July 1, 2021, to July 1, 2023.
