Consolidates three separate energy efficiency reports to the Legislature into one triennial report due before July 1, 2021, and every three years thereafter.

Expands the consolidated energy efficiency report to include progress on targets established under Sections 454.55 and 454.56 and strategies for maximizing efficiency savings in disadvantaged communities.

Repeals Sections 913.10 and 913.11, which previously required separate four-year reports on electricity and energy efficiency progress toward established targets.

Makes nonsubstantive technical corrections to Public Utilities Code Sections 854 and 2790, including updated cross-references and clarified language regarding utility mergers, acquisitions, and home weatherization requirements.
