Creates the California Healthcare Workforce Training Tax Revenue Fund as a continuously appropriated fund to receive revenues from a proposed nicotine-content-based e-cigarette tax.

Deposits all e-cigarette tax revenues received by the Office of Statewide Health Planning and Development into the new fund for use solely in the Song-Brown Family Physician Training Program.

Directs fund revenues to increase awards to accredited medical schools, teaching health centers, and programs training primary care physician assistants, nurse practitioners, and registered nurses.

Requires that revenues supplement, rather than replace, existing funding sources for the Song-Brown program.

Makes an appropriation and requires a 2/3 vote for passage due to the continuous appropriation mechanism.
