Requires the Department of Housing and Community Development to create a model plan for alternative affordable housing development methods, including adaptive reuse, modular housing, and cross-subsidization with at least 50 percent affordable units.

Mandates state agencies use the model plan in decisions for six major state-subsidized housing loan and grant programs: Building Homes and Jobs Act, Multifamily Housing Program, Local Housing Trust Fund Matching Grant Program, Housing for a Healthy California Program, Veterans Housing and Homeless Prevention Act, and Affordable Housing and Sustainable Communities Program.

Requires recipients of surplus state real property (local agencies, nonprofits, private entities, or individuals) to use the model plan to guide any housing development on that property.

Establishes legislative findings that California needs to construct 1.8 million housing units by 2025, with 1.5 million needed for extremely low to very low income residents, while current construction costs exceed affordability for target populations.

Declares housing development using alternative methods is a statewide concern that applies to all cities, including charter cities.
