Requires the State Air Resources Board to identify by January 1, 2023, an overall climate goal for California's natural and working lands to sequester carbon and reduce atmospheric greenhouse gas emissions.

Mandates the state board collaborate with relevant state agencies and departments to identify practices, policy incentives, and barriers to reducing greenhouse gas emissions from natural and working lands.

Requires integration of opportunities to enhance water and air quality, climate resilience, public health, biodiversity, jobs, species habitat, food and fiber production, public recreation access, and protection of vulnerable communities.

Directs state agencies to develop consistent methods for tracking greenhouse gas emissions reductions, carbon sequestration, and cobenefits from natural and working lands over time.

Establishes legislative findings that natural and working landscapes provide valuable carbon sequestration services needed to achieve carbon neutrality and meet the state's climate, public health, environmental, and economic goals.
