Amends Section 23390 of the Business and Professions Code to remove an exception that previously prohibited licensed winegrowers and brandy manufacturers from selling or delivering wine to consumers in consumer-supplied containers away from their licensed premises

Licensed winegrowers and brandy manufacturers will now be able to exercise this privilege at or from branch offices, warehouses, or United States bonded wine cellars located away from their production or manufacturing location

Maintains existing prohibitions on production/manufacture and on-premises consumption sales at locations other than the licensed premises

Does not require an appropriation and is subject to fiscal committee review
