Requires the Board of State and Community Corrections to administer grants to law enforcement agencies participating in three regional vehicle burglary reduction joint task forces covering specified counties in California.

Establishes three regions: Region One (Alameda, Contra Costa, San Mateo, Santa Clara, San Francisco), Region Two (Los Angeles, Ventura), and Region Three (Orange, Riverside, San Bernardino, San Diego).

Requires each regional task force to form a joint coordination council led by sheriffs or police chiefs to share intelligence, coordinate enforcement efforts, and meet at least quarterly to reduce vehicle burglary incidents.

Allows grant funds to be used for officer overtime, travel, training, bait vehicles, and equipment with the goal of reducing vehicle burglary, identifying suspects, and coordinating enforcement activities.

Requires lead agencies to report vehicle burglary statistics and arrest data to the Board, which must compile and report findings to the Legislature, Governor, and post on its website annually, with implementation contingent on appropriation.
