Requires the California Department of Education to submit annual reports by October 1, beginning in 2021, detailing total lottery funds allocated to public elementary and secondary schools and how each school spent those funds.

Reports must be submitted to the Governor and the chairs of the Assembly and Senate Budget and Education Committees.

Amends the California State Lottery Act to require that lottery revenue allocation ensures the relationship between increases in net lottery revenue and increases in education funding is directly proportional.

Modifies the percentage of lottery revenues allocated to education (from existing law) and specifies that lottery funds cannot reduce or supplant other education appropriations or child development program funding.

Declares that the bill's provisions further the purposes of the California State Lottery Act of 1984.
