Deletes provisions that generally authorized public agencies to contract with PERS to make all or part of their employees system members.

Prohibits exclusions of groups of employees from PERS contracts through amendments, except for clarifying amendments that do not expand existing exclusions.

Maintains existing prohibitions on excluding some but not all firefighters, police officers, county peace officers, or local sheriffs from PERS membership.

Requires that exclusions of other employee groups be based on general categories such as departments or duties, not individual employees.

Applies to all contracts entered into, amended, or extended on or after January 1, 2021.
