Redefines "park trailer" to include recreational, seasonal, or other use (previously limited to recreational or seasonal use only)

Requires enforcement agencies to send copies of violation notices to mobilehome park owners/operators when manufactured home or mobilehome residents violate health and safety codes

Authorizes enforcement agencies to provide park owners/operators 30 days' notice before taking enforcement action against residents for uncorrected imminent hazard violations, allowing opportunity for park to correct violations

Prohibits suspension or revocation of park operating permits for violations caused by manufactured home/mobilehome residents if the park owner/operator has taken corrective steps (unless the owner/operator is the resident causing the violation)

Requires Department of Housing and Community Development to notify manufactured housing community owners/operators when occupants receive notices about registration requirements and fees
