Allows the County of Ventura to exclude certain leases from standard bidding procedures if the lessee is the Free Clinic of Simi Valley, a 501(c)(3) nonprofit organization.

Applies only to leases in the City of Simi Valley with estimated monthly rent not exceeding $10,000, where the property is used exclusively for providing medical care, counseling, dental, and legal assistance to individuals and families in need.

Permits lease terms up to 99 years (compared to the standard 10-year maximum) and allows the lease to be renewable.

Requires notice to be posted in the clerk's office and, for residential property, to housing sponsors as defined by Health and Safety Code sections 50074 and 50074.5.

Declares that a special statute is necessary for the County of Ventura due to unique circumstances regarding lease renewals.
