Requires the Board of Governors of the California Community Colleges and the Trustees of the California State University to create annual online training programs for administrators on undocumented students, DACA, immigration laws, and related resources.

Requests (but does not require) the Regents of the University of California to create the same training program for their segment.

Makes the online training programs available to all faculty and staff, with governing bodies encouraged to promote participation among advisors, counselors, and human resources specialists.

Defines "administrator" to include chancellors, board members, general counsel, vice chancellors, and presidents/vice presidents/deans at each segment.

Specifies that this training does not fulfill requirements for designation as a Dreamer Resource Liaison under existing law, and establishes reimbursement procedures if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies.
