Establishes the Immigrant and Refugee Affairs Agency as a new state agency, headed by a secretary appointed by the Governor and subject to Senate confirmation.

Creates the Office of Immigrant and Refugee Affairs within the agency, directed by the Statewide Director of Immigrant and Refugee Integration.

Transfers all property, appropriations, and funds relating to immigrant and refugee affairs from other agencies to the new office, and transfers existing civil service employees to the office while preserving their status and rights.

Establishes the Immigrant and Refugee Integration Fund within the state treasury to support the office's operations and programs.

Requires the director to report to the Governor and Legislature by January 1, 2022 on immigrant and refugee services and develop a statewide plan for better implementation and coordination of assistance programs.
