Amends Penal Code Section 667.5 to expand the definition of violent felonies to include these non-forcible sexual assault scenarios for purposes of sentencing enhancements.

Imposes a three-year consecutive sentence for each prior separate prison term served for a violent felony conviction when the new offense is a violent felony under these expanded definitions.

Explicitly excludes statutory rape and similar offenses that are criminal solely due to the victim's age from the violent felony classification.

Clarifies that no state reimbursement is required because the act changes the definition of existing crimes rather than creating entirely new offenses.
