Office of Emergency Services must provide technical assistance upon request to counties, cities and counties, and cities to align their emergency plans with statewide and Federal Emergency Management Agency guidance, with priority given to rural counties and cities.

Cities, counties, and cities and counties that declare a local emergency for which the Governor proclaims a state of emergency must submit an after action report to the Office of Emergency Services within 90 days of the emergency declaration ending.

Office of Emergency Services must post any received after action reports on its internet website within 10 days of receipt.

Legislature finds that emergency planning requirements are a statewide concern and apply to all cities, including charter cities.

If the Commission on State Mandates determines the bill imposes state-mandated costs, reimbursement shall be made pursuant to existing statutory procedures.
