Prohibits pharmacies from using automated computer systems to contact prescribers to authorize refills for more than a 30-day supply unless the prescriber or patient has authorized this practice, effective January 1, 2022.

Requires pharmacies to respect the original prescription's refill authorization limits and prohibits requesting more refills than originally authorized.

Exempts nonprofit health care service plans with at least 3,500,000 enrollees that provide services through exclusive contracts with a single medical group, and correctional pharmacies.

Allows patients to voluntarily opt into automatic refill programs and establishes that patients need only authorize the pharmacy once to use automated refill systems.

Establishes that violations are subject to existing Pharmacy Law penalties and imposes state-mandated local program requirements.
