Requires health care service plans and health insurers to calculate enrollees' and insureds' cost sharing for prescription drugs at the point of sale based on prices reduced by at least 90% of all rebates received or to be received.

Prohibits health care service plans, health insurers, and their agents from publishing or revealing information regarding actual rebate amounts on a product-specific, manufacturer-specific, or pharmacy-specific basis; designates such information as protected trade secrets.

Allows the Department of Managed Health Care to assess administrative penalties against health care service plans that violate these provisions and allows the Department of Insurance to suspend a health insurer's certificate of authority for violations.

Includes severability clause ensuring the law remains enforceable even if portions conflict with federal requirements.

Specifies that no local reimbursement is required under Article XIII B of the California Constitution for any costs incurred.
