Requires assessment tools used to evaluate family childcare home providers to be appropriate to family childcare home settings, and mandates maintenance of developmental portfolios for each child with opportunities for parent involvement.

Imposes new requirements on family childcare home education network contractors including conducting at least six site visits annually to each provider, offering minimum 12 hours of annual training and technical assistance, and employing at least one child development specialist.

Requires developmental profiles to be completed based on provider observations and in accordance with provider input, using both the department-selected assessment and the provider's developmental portfolio.

Mandates that family childcare home education network providers adopt and use appropriate curricula (with contractors able to require selection from at least three approved options) and provide age-appropriate educational activities.

States legislative intent to enact future legislation establishing uniform reimbursement rates for all family childcare home education network providers based on regional market rates and establishing a pilot program providing supportive services including immunizations, health screenings, nutrition, mental health supports, and parent education.
