Authorizes public agencies to meet notice inviting formal bids requirements by electronically publishing notice on the agency's internet website at least 14 calendar days before bid opening, as an alternative to newspaper publication or posting.

Requires public agencies using the alternative electronic notice procedure to publish a prominent, direct link to public notices for invitations to bid on their primary internet website home page.

Requires the California Uniform Construction Cost Accounting Commission to review noncompliance with notice inviting formal bid requirements in addition to its existing review of informal bidding ordinance compliance.
