Makes supportive housing a "use by right" in zones where emergency shelters are permitted, in addition to zones where multifamily and mixed uses are permitted.

Increases the unit limit for supportive housing developments from 50 to 120 units in jurisdictions with populations under 150,000 and homeless point-in-time counts of 1,500 or fewer within a continuum of care region.

Requires supportive housing developments to meet criteria including 55-year affordability restrictions, 100% lower-income occupancy, onsite supportive services, and adequate kitchens and bathrooms.

Clarifies that local government review of supportive housing compliance with objective development standards is not a "project" requiring environmental review under the California Environmental Quality Act.

Allows cities and counties to adopt policies approving supportive housing developments with unit limits higher than 120 without triggering environmental review requirements.
