Extends the Governor's authority to certify environmental leadership development projects from January 1, 2025 to January 1, 2023, with certifications expiring if not approved by lead agencies by January 1, 2024.

Adds new eligibility requirements for projects including zero net greenhouse gas emissions (with 50% from local direct measures and up to 50% from offset credits) and a 20% reduction in vehicle miles traveled per capita compared to existing development.

Requires project applicants to pay costs of both superior court and court of appeal proceedings (previously only Court of Appeal) and eliminates the Joint Legislative Budget Committee's authority to concur or nonconcur on Governor certifications.

Authorizes Governor to certify project "Alternatives" studied in environmental impact reports before lead agency approval, subject to conditions in effect at the time of original certification, with public disclosure of evidence 15 days before certification.

Repeals the leadership act on January 1, 2024 and establishes that certified projects remain subject to rules and regulations in effect on their certification date.
