Excludes green waste from hazardous waste classification if it would be classified as hazardous solely because it has an acute aquatic toxicity test result below 500 milligrams per liter pursuant to Title 22, California Code of Regulations Section 66261.24(a)(6)

Requires green waste meeting this exclusion to be disposed of in permitted class I, II, or III disposal units or in a compostable materials handling operation

Authorizes the Department of Toxic Substances Control to adopt predisposal management standards for the excluded green waste at its discretion

Defines "green waste" as plant waste including leaves, grass clippings, weeds, plant trimmings, agricultural plant waste, branches, stumps, and other plant material

States no state reimbursement to local agencies or school districts is required because the act creates a new crime related to improper disposal
