Grants the San Francisco Bay Area Water Emergency Transportation Authority exclusive authority over public transportation ferries within the Bay Area region, including planning, management, and operation of ferry improvements and expansions.

Expands the definition of "public transportation ferries" to include ferryboats landed at facilities operated, sponsored, funded, or subsidized by public agencies, while excluding sightseeing ferries and ferries that do not provide point-to-point service.

Requires applications to the Public Utilities Commission for vessel operation between points in the Bay Area region to include concurrence from the Authority, which shall grant concurrence only when the application is for water transportation services complementary to existing or planned public transportation ferries.

Directs the Public Utilities Commission to update its rules of practice and procedure to implement these requirements.

Exempts vessels, facilities, and services owned or operated by the Golden Gate Bridge, Highway and Transportation District, and ferry service existing as of January 1, 2020, operated by the state or federal government from the Authority's exclusive authority.
