Prohibits export buyers from reselling vehicles purchased for export to California residents within the state; violators lose future purchasing privileges from dealers and auto auctions.

Requires dealers to maintain copies of export buyer documentation for nontaxable wholesale vehicle sales.

Specifies no state reimbursement is required because costs stem from creating a new crime under existing law provisions.
