Revises Education Code Section 15100 to broaden the purposes for which school districts and community college districts may issue bonds to include acquisition or lease of real property for school facilities, construction or acquisition of school facilities, and reconstruction, rehabilitation, or replacement of school facilities.

Defines "school facilities" to encompass buildings, structures, and real property improvements used by public schools or community colleges, including classrooms, dormitories, housing for students and employees, sports facilities, parking, streets, and supportive services facilities.

Conforms state law to Proposition 39 (approved in 2000), which authorizes school bonds requiring only 55% voter approval instead of the standard two-thirds requirement for specified school facility purposes.

Allows school districts and community college districts to use bond revenue for faculty and employee housing to support the stability and recruitment of school staff.

Declares that provisions are severable and shall be liberally construed, and establishes procedures for state reimbursement if the Commission on State Mandates determines the bill imposes state-mandated costs on local agencies.
