Requires the Commission on Teacher Credentialing to conduct annual evaluations of all state investments in addressing teacher shortages and diversity, replacing the previous requirement for a one-time evaluation by December 1, 2023.

Expands evaluation scope to include the Teacher Residency Grant Program, Local Solutions Grant Program, California Classified School Employee Teacher Credentialing Program, integrated programs of professional preparation, and Golden State Teacher Grant Program.

Mandates evaluation focus on effectiveness in recruiting and retaining special education, bilingual education, and STEM teachers, as well as teachers of color.

Requires annual reports to the Department of Finance and appropriate legislative committees with specific data on program implementation, recruitment outcomes, teacher retention rates, credential completion rates, and best practices.

Delays the repeal of teacher shortage and diversity programs from January 1, 2029 to January 1, 2030.
