Authorizes state agencies to apply to the Department of Motor Vehicles to sponsor a "Go Green" specialized license plate program for zero-emission vehicles only.

Requires the Department of Motor Vehicles to issue Go Green specialized license plates only to vehicles that are zero-emission.

Directs revenue from Go Green specialized license plate fees, after deducting administrative costs, to be deposited into the Enhanced Fleet Modernization Subaccount to fund retirement of older polluting vehicles and incentivize purchase of new and used zero-emission vehicles.

Specifies that Go Green license plates should feature a green background with a message such as "Go Green to Clean our Climate" below the numerical series.
