Requires the Santa Clara Valley Water District to achieve zero net greenhouse gas emissions for the project through local emission reductions (minimum 50%) and offset credits, with State Air Resources Board oversight and annual compliance reporting.

Authorizes the Santa Clara Valley Water District to award construction contracts using "best value" procurement methods instead of lowest bid, contingent on requiring skilled and trained workforces and compliance with apprenticeship standards.

Mandates implementation of fishery restoration measures in the Coyote Creek, Stevens Creek, and Guadalupe River watersheds, including a new flow regime (FAHCE+) by October 15, 2020, and development of an Adaptive Management Program by January 31, 2022.

Establishes expedited water quality certification procedures requiring the State Water Resources Control Board to issue project certification within 180 days of receiving a complete application and environmental documentation.
