Allows schools participating in federal school meal programs to establish a base year for calculating free or reduced-price meal eligibility by carrying over the number of eligible pupils from the school year in which the school applied to use a federal universal meal provision, in addition to existing methods.

Creates supplemental state reimbursement for school districts, county superintendents, and charter schools participating in the Community Eligibility Provision at high poverty schools, effective July 1, 2021.

Defines "high poverty school" as one with an identified student percentage that qualifies for federal free reimbursement rates for less than 85 percent of reimbursable meals served.

Supplemental reimbursement equals the difference between 85 percent of meals reimbursed at the federal free rate and 15 percent at the federal paid rate, minus actual federal reimbursement received.

Supplemental reimbursement is provided upon Legislature appropriation, in addition to existing state meal reimbursement payments.
