Redefines "automatic dialing-announcing devices" to include equipment that stores and automatically calls or texts telephone numbers, generates numbers randomly or sequentially, or makes calls with artificial/prerecorded voice or prewritten text messages, without significant human involvement.

Repeals authorization for automatic dialing-announcing devices to make calls based on established business relationships or recipient's request; requires prior express consent from the person called.

Establishes a presumption of consent for calls using automatic dialing-announcing devices made to registered voter lists for live-voice communications about voting in elections, with easy revocation options.

Allows any person to revoke consent to receive such calls at any time and in any reasonable manner, regardless of the context in which consent was originally provided.

Prohibits automatic dialing-announcing device calls between 9 p.m. and 9 a.m. California time and maintains requirement that an agent or telemarketer be available for answered calls.
