Applies to projects subject to the State Contract Act, Chapter 2.1 of Part 2 of Division 2, or California State University Contract Law that include drain, waste, or vent pipe installation in buildings

Covers new construction, repair or replacement of existing noncombustible piping systems, and alteration or replacement of more than 50 percent of a building's existing drain, waste, and vent pipe system

Defines "noncombustible drain, waste, and vent piping" as pipe meeting the noncombustible definition in ASTM International Standard Specification E136

Cites concerns that combustible plastic piping increases fire risks, releases toxic gases and dioxins during fires, and poses health hazards to firefighters and building occupants
