Requires California State University and community college districts, and requests University of California, to grant priority registration to veterans and former Armed Forces members who are California residents and received honorable, general, or other than honorable discharges.

Extends priority registration eligibility to cover any academic term during which a student is eligible for federal education benefits under the Montgomery GI Bill–Active Duty program, Vocational Rehabilitation and Employment program, or Post-9/11 GI Bill program, replacing the previous 4-year limit.

Excludes veterans who received dishonorable or bad conduct discharges from priority registration eligibility.

Applies priority registration to all degree and certificate programs after military or veteran status is verified by the institution.

Establishes that if the Commission on State Mandates determines the bill creates state-mandated costs for local agencies, reimbursement shall be made pursuant to applicable Government Code provisions.
