Requires community college campuses with parking facilities to grant overnight parking access to homeless students enrolled in coursework, with paid enrollment fees (if not waived), and in good standing, effective July 1, 2021 through December 31, 2023.

Mandates governing boards develop a plan of action including homeless student definitions, safety monitoring, parking forms, bathroom access, fee waivers, drug and alcohol policies, operation hours, minimum 6-unit enrollment requirement, and procedures for student registration and revocation of eligibility.

Requires colleges to provide students with a document describing parking rules and procedures, available in paper form at the facility or posted on the campus website.

Exempts colleges providing at least one of three specified housing services (emergency grants, hotel vouchers, or rapid rehousing referral services) starting July 1, 2021, and exempts parking facilities within 250 feet of elementary schools.

Grants community college districts immunity from civil liability for employees' good faith acts or omissions, except in cases of gross negligence, intentional misconduct, or violations of law; requires reporting to the Chancellor's office and Legislature on implementation outcomes.
