Amends Section 17206 of the Business and Professions Code to modify penalty distribution for civil actions under the Unfair Practices Act.

Requires all penalties collected from unfair competition actions brought by the City Attorney of San Diego to be paid to the San Diego city treasurer, instead of splitting penalties between the city and county.

Maintains existing penalty distribution rules for all other cities and counties, where city attorneys and prosecutors typically receive half to their city and half to their county.

Civil penalties for unfair competition violations remain capped at $2,500 per violation and must be used exclusively for enforcing consumer protection laws.

Includes legislative findings declaring that a special statute for San Diego is necessary due to the city's unique circumstances in abating unfair business practices.
