Requires enforcement agencies to inspect mobilehome parks with a goal of at least 5% annually, including exterior portions of individual homes to ensure compliance with mobilehome park regulations.

Mandates inspection of parks with complaints regarding serious health and safety violations, with a single complaint not automatically triggering full park inspection unless violation is confirmed.

Authorizes enforcement agencies to additionally inspect parks that have not been inspected in 7 years, lack permit applications or inspection requests in the prior 12 months, or have serious infrastructure, fire safety, electrical, water quality, or septic/sewer issues.

Requires 30 days' written notice to mobilehome owners, park operators, and responsible persons before inspection, and allows one representative each from park operators and mobilehome owners to accompany inspectors.

Requires enforcement agencies to provide pre-inspection orientation using audiovisual presentations to park operators and mobilehome owners at least 30 days prior to inspection, with sunset date of January 1, 2024.
