Establishes state goals to protect at least 30% of California's land areas and waters by 2030, help advance protection of 30% of the nation's oceans, and support international efforts to protect 30% of the world's land, waters, and oceans.

Requires the state to improve access to nature for all people with emphasis on increasing access for communities of color and economically disadvantaged communities through recreational and educational opportunities.

Authorizes the state to achieve these goals through activities including federal and tribal collaboration, species recovery, ecosystem restoration, carbon sequestration, and habitat protection.

Directs the Natural Resources Agency to ensure implementation incorporates environmental justice and tribal consultation policies, including meaningful involvement of communities of color, indigenous communities, and economically disadvantaged communities.

Requires consultation with Native American tribes on conservation efforts affecting tribal ancestral homelands and partnership to apply traditional ecological knowledge and tribal land management practices.
