Makes technical corrections to grammar and language throughout Section 599aa, including changing "any" to "an" in several instances.

Maintains existing provisions requiring officers to hold seized animals for at least 10 days before petitioning for euthanization and requiring a magistrate hearing at least 10 days after seizure.
