Extends the State Water Resources Control Board's underground storage tank loan and grant program for small businesses from January 1, 2022 to January 1, 2026.

Authorizes local agencies and the board to conduct inspections at locations where project tanks are or have been situated, and within 2,000 feet of those locations.

Establishes civil penalties up to $10,000 for failing to furnish required information under penalty of perjury, and up to $500,000 for making misrepresentations in grant or loan documents.

Creates criminal penalties of up to $10,000 fine and/or up to three years imprisonment for knowingly making false statements or material misrepresentations in support of grant or loan applications.

Requires all penalties and fines collected to be deposited into the Petroleum Underground Storage Tank Financing Account, with executive director actions subject to board review.
