Authorizes cities and counties to count existing single-family homes permitted to contain 4 dwelling units toward their regional housing needs allocation for moderate- or above moderate-income housing.

Provides housing credit of 1 unit for every 10 qualified sites, with cumulative credits capped at 50% of moderate-income need or 10% of above moderate-income need.

Requires cities and counties to include in housing elements descriptions of development standards and policies/programs/incentives that enable identified sites to be redeveloped at higher density.

Makes void and unenforceable any deed covenants or governing document provisions that prohibit or unreasonably restrict construction of up to 4 primary dwelling units on lots zoned for at least 4 dwelling units.

Exempts zoning capacity from Senate Bill 1120 from being counted as enabling 4-unit development under this bill's provisions if SB 1120 is enacted.
