Repeals previous personal vehicle sharing insurance requirements and establishes new peer-to-peer car sharing program liability framework requiring programs to assume liability for losses during sharing periods in amounts not less than Vehicle Code Section 16430 minimum coverage amounts.

Requires peer-to-peer car sharing programs to ensure shared vehicle owners and drivers maintain motor vehicle liability insurance coverage of not less than 3 times the minimum amounts set forth in Vehicle Code Section 16430, with coverage permitted to come from owner, driver, program, or any combination thereof.

Establishes that peer-to-peer car sharing programs assume primary liability when disputes exist regarding vehicle control at time of loss or when programs fail to retain or provide required records.

Authorizes commercial airport authorities to regulate access to airports and set access fees for peer-to-peer car sharing programs.

Updates Vehicle Code Sections 11752, 11754, and 11760 to replace references to "personal vehicle sharing programs" with "peer-to-peer car sharing programs" and require such programs to prevent sharing of recalled vehicles within specified timeframes.
