Creates an exception to unfair business practice prohibitions for plumbing contractors holding a C-36 license to perform sewer lateral repairs on properties where they conducted the home inspection.

Requires plumbing contractors to provide consumers with a written disclosure before authorizing the home inspection that states the same company will perform both the sewer inspection and home inspection on the same property.

Disclosure must specify that any authorized repairs are limited to those identified in the sewer lateral inspection report and that repairs identified in the home inspection are not authorized through the sewer lateral inspection.

Disclosure must inform consumers of their right to seek a second opinion on sewer lateral repairs.
