Requires boards within the Department of Consumer Affairs (not already subject to temporary licensing provisions) to issue licenses to applicants who are honorably discharged veterans or married to/in domestic partnership with active duty military members stationed in California.

Applicants must hold a current, active, and unrestricted license from another state, district, or territory and submit a signed affidavit attesting that they meet all license requirements and that their information is accurate.

Applicants must provide written verification that their out-of-state license is in good standing, have no disqualifying disciplinary history, and submit to fingerprinting for criminal background checks upon request.

Expands the scope of perjury crimes by requiring signed affidavits in applications, creating a state-mandated local program.

Establishes that no state reimbursement is required to local agencies or school districts because any costs result from changes to criminal penalties.
