Establishes the Energy, Environment, and Economy Council with 16 members including state agency secretaries, business representatives, labor, agriculture, economists, and regional representatives selected by a bipartisan legislative selection committee by July 1, 2021.

Requires the council to engage with stakeholders, subject matter experts, and state and local agencies to determine what policies can achieve California's environmental goals while avoiding economic harm and maintaining specified protections for energy, employment, housing, vehicle ownership, food production, and individual liberty.

Mandates the council submit a report to the Legislature by July 1, 2022 with policy recommendations to achieve six environmental goals: 40% greenhouse gas reduction by 2030, 60% renewable electricity by 2030, 100% clean electricity by 2045, double energy efficiency savings by 2030, reduce methane/hydrofluorocarbons/black carbon by 2030, and reduce organic waste disposal by 75% by 2025.

Requires recommendations to maintain protections listed in the bill, ensure consumer choice is not compromised, and avoid harm to the state's economy.

Includes findings declaring Californians have rights to affordable energy, domestic food supply, vehicle ownership and operation, and earning a living without excessive regulatory burdens.
