Amends Section 10782 of the Water Code to require the State Water Resources Control Board to identify and recommend funding options to extend a comprehensive groundwater quality monitoring program indefinitely, rather than only until January 1, 2024.

Maintains the board's requirement to make recommendations to enhance public accessibility of information on groundwater conditions.

Requires the state board to submit a report by January 1, 2012, identifying communities reliant on contaminated groundwater as drinking water sources and listing principal contaminants affecting those supplies.

Mandates the state board to identify potential solutions and funding sources for groundwater cleanup, treatment, or alternative water supplies to ensure safe drinking water for affected communities.

Requires the state board to provide opportunity for public comment on the report prior to finalizing and submitting it to the Legislature.
