Requires plaintiffs or petitioners bringing CEQA challenges to disclose the identity of any person or entity contributing $1,000 or more toward the costs of the action.

Mandates disclosure of any pecuniary or business interests that contributors have related to the proposed project being challenged.

Establishes a continuing obligation for plaintiffs to identify all contributors throughout the course of the proceeding, including those making multiple contributions totaling $1,000 or more.

Allows plaintiffs to request court permission to withhold public disclosure of a contributor if the court finds the public interest in confidentiality clearly outweighs the public interest in disclosure.

Permits courts to compel compliance with disclosure requirements and may dismiss the action if the plaintiff or petitioner fails to comply.
