Requires plaintiffs or petitioners in CEQA litigation to disclose the identity of any person or entity contributing $1,000 or more toward the costs of the action or proceeding.

Mandates disclosure of any pecuniary or business interests that contributors have related to the proposed project or issues involved in the litigation.

Allows courts to withhold public disclosure of a contributor if the court finds that keeping the information confidential clearly outweighs the public interest in disclosure.

Permits courts to dismiss an action or proceeding for failure to comply with these disclosure requirements.

Allows courts to use disclosed financial information when determining whether to award attorneys' fees in CEQA enforcement actions.
