Prohibits employers at warehouse distribution centers from imposing quotas that count time spent on restroom breaks, handwashing, hydration, documenting Labor Code violations, or legally mandated rest and meal periods toward quota completion or reduce time available to complete quotas.

Applies to employers with 100 or more employees at a single warehouse distribution center or 1,000 or more total employees at warehouse distribution centers statewide.

Requires the Division of Labor Standards Enforcement to investigate alleged violations and order temporary relief pending investigation completion.

Authorizes the Labor Commissioner to order relief including reinstatement and backpay, and assess civil penalties of up to $100 per day per employee for violations.

Establishes civil penalties of $250 per employee for initial violations and $1,000 per employee for subsequent violations of the quota restrictions.
