Extends indefinitely the meet and confer requirements for demurrers, motions to strike, and motions for judgment on the pleadings, which were previously set to expire on January 1, 2021.

Requires parties to meet and confer at least five days before filing these motions, with automatic 30-day extensions available if parties cannot meet within the deadline by filing a declaration under penalty of perjury.

Extends indefinitely the three-amendment limitation on complaints and cross-complaints in response to demurrers or motions to strike before the case is at issue.

Allows parties to amend pleadings once without court leave before an answer, demurrer, or motion to strike is filed, or before such motions are heard if filed by the opposition deadline.

Specifies that no reimbursement is required because costs incurred by local agencies relate only to crimes or infractions under Section 17556 of the Government Code.
