Appropriates $6,000,000 from the General Fund to the State Department of Education for a grant program to improve capacity of local educational agencies to provide culturally focused trauma-informed training to pupils and school staff.

Requires applicant local educational agencies (school districts, county offices of education, or charter schools) to identify a nonprofit organization to provide the culturally focused trauma-informed training.

Requires applicants to develop a culturally focused wellness plan addressing mental health needs of pupils and school staff, developed in consultation with school and community stakeholders, nonprofit representatives, and mental health professionals and trauma experts.
