Authorizes the Director of General Services, in consultation with the Department of Transportation, to sell specified state-owned real property in San Diego to the City of San Diego.

Identifies three specific parcels for potential sale: Parcel DD 16555 (between State Route 75, Cesar E. Chavez Parkway, and National Avenue); Parcels 18944 and 18945 (between Boston Avenue, Interstate 5, South 28th Street, and South 29th Street); and Parcels 18061 and 18058 (between Main Street, Interstate 5, South 32nd Street, and Chollas Creek).

Permits the sale of property for active transportation (including pedestrian and bike paths), affordable housing, or park purposes.

Specifies that the sale does not constitute surplus state property under the California Constitution and exempts the parcels from Section 11011.1 requirements.
